New Mexico has a complex gaming background. When the IGRA was passed by Congress in 1989, it seemed like New Mexico might be one of the states to cash in on the American Indian casino bandwagon. Politics assured that wouldn’t be the situation.

The New Mexico governor Bruce King appointed a panel in 1990 to draft an accord with New Mexico Native bands. When the task force arrived at an agreement with 2 prominent local bands a year later, the Governor refused to sign the bargain. He held up a deal until 1994.

When a new governor took over in Nineteen Ninety Five, it appeared that Indian gaming in New Mexico was a certainty. But when Governor Gary Johnson signed the accord with the American Indian bands, anti-gaming groups were able to hold the accord up in courts. A New Mexico court ruled that the Governor had overstepped his bounds in signing the accord, thereby costing the state of New Mexico hundreds of thousands of dollars in licensing fees over the next several years.

It took the CNA, signed by the New Mexico legislature, to get the ball rolling on a full contract between the State of New Mexico and its Native bands. A decade had been burned for gaming in New Mexico, which includes Indian casino Bingo.

The non-profit Bingo business has increased since 1999. That year, New Mexico charity game providers brought in just $3,048 in revenues. This number grew to $725,150 in 2000, and passed a million dollars in revenues in 2001. Nonprofit Bingo revenues have grown constantly since then. Two Thousand and Five saw the greatest year, with $1,233,289 earned by the operators.

Bingo is apparently popular in New Mexico. All types of providers look for a slice of the action. Hopefully, the politicians are done batting around gaming as an important factor like they did back in the 90’s. That’s without doubt wishful thinking.
